The problem

To plug the gap left by its own failures, the council pushed through a 21% council-tax rise over two years — well above the normal cap — while cutting the very services those taxes fund, including a near-total defunding of the arts. Families and pensioners on fixed incomes are footing the bill for mistakes they did not make.
